Reconstruction of USH 151 - IH 90/94/39 Interchange and
Reconstruction of High Crossing Boulevard

First Year Construction (2000 or 2001)
Reconstruction of High Crossing Boulevard from East Springs Drive to Crossroads
Drive is proposed for the year 2000. However, due to current funding levels
and the tight time frame of this project, it is proposed to move this project
from the year 2000 to the year 2001. It is proposed to reconstruct High
Crossing Boulevard as a four-lane divided urban roadway, with a five-foot wide
bicycle lane on each side of the roadway, and a five-foot wide sidewalk on the
south side. The existing bridge over the interstate is proposed to be removed
and replaced with a new bridge. It is proposed to keep High Crossing Boulevard
open to traffic during construction, except for temporary closures during lane
shifts. It is proposed to construct the south portion of the new bridge and
the southerly section of the roadway while maintaining traffic on the existing
road and bridge. Traffic will then be shifted to the new construction, the
existing bridge will be demolished, and the northerly portion of the new bridge
and roadway will be constructed. A retaining wall is proposed to be
constructed between the roadway and the Young America property. Electric
transmission and distribution towers and poles will be relocated by MG&E. Real
estate acquisitions (or dedications) necessary for reconstructing High Crossing
Boulevard will be done by the city of Madison.
The two existing bridges that carry the interstate highway over the CP Rail
System track will also be widened and redecked. Two lanes of traffic in each
direction on the interstate will be maintained during this construction.
The box culvert which carries Starkweather Creek under the interstate will be
lengthened to accommodate the widened embankment for the interstate highway.
Second Year Construction (2001 or 2002)
The remainder of the work for reconstructing the existing USH 151 -IH 90/94/39
interchange is proposed for the year 2001. However, due to current funding
levels and the tight time frame of this project, it is proposed to move this
project from the year 2001 to the year 2002. This work includes construction
of dual lane collector-distributor (C-D) roadways for westbound and eastbound
interstate traffic, including two new bridges where the C-D roadways cross over
USH 151. The loop ramps in the north and south quadrants of the interchange
will be enlarged in order to provide longer weaving and merging distances on
USH 151 and the interstate. A detention basin for stormwater management is
proposed to be constructed in the north quadrant loop ramp. The pavement for
USH 151 will be replaced from East Springs Drive to the match with the pavement
constructed as part of the American Parkway Interchange project. The vertical
profile of USH 151 will be lowered under the interstate highway by
approximately 1-1/2 feet, in order to meet current vertical clearance standards
under the interstate to improve safety.
It is proposed to keep the interstate highway and USH 151 open to traffic
during construction. Shoulder closures and temporary lane closures will be
required. Ramp movements will be maintained to the greatest extent possible by
the use of temporary ramps, temporary intersections and temporary traffic
signals.
Real estate acquisitions necessary for constructing the collector-distributor
roadways south of High Crossing Boulevard will be done by the City of Madison
for WisDOT.
Half Diamond Interchange at High Crossing Boulevard
The High Crossing Boulevard Ramps to and from the interstate highway will also
be constructed during the second year of construction, if the requested change
to interstate access report and associated environmental assessment document
are approved by the Federal Highway Administration.
If approved, these ramps will be constructed at the beginning of the second
year of construction, prior to reconstructing the existing ramps in the USH 151
-IH 90/94/39 Interchange.
Schedule
The current schedule is based on year 2000 and 2001 construction. However, as
noted previously, the schedule for each of the two years of construction is
proposed to be moved to the years 2001 and 2002, respectively.
